A New Chapter at Filos Community Services: A Heartfelt Farewell to Dr Foo and a Warm Welcome to Joseph Eio
After 15 years of visionary leadership, Dr Foo Fung Fong will be stepping down as Executive Director (ED) of Filos Community Services on 12th September 2025. Mr Joseph Eio, currently the Deputy Executive Director, will become Executive Director (Designate) from 19th July 2025 and fully assume the ED role on September 13th 2025.
Dr Foo joined Filos in 2010, at a time when the organisation consisted of just two staff members and a handful of programmes. Her guidance has shaped Filos into what it is today, a thriving organisation that has touched the lives of thousands in the Bedok-Chai Chee community. Through her unwavering dedication and passion, she transformed Filos into a multi-centre organisation with over 40 staff members, pioneering 3 offices in Chai Chee and poised to open three more centres by next year. From the early days of offering tuition programmes and senior befriending services, she grew Filos’ services into a diverse range of initiatives that have made a meaningful impact on individuals and families.
Under Dr Foo’s leadership, Filos formed strong partnerships with key organisations and stakeholders such as the Agency for Integrated Care (AIC), the National Council for Social Services, Health Promotion Board as well as the Kembangan Chai Chee grassroots and network of partners . These collaborations resulted in several pilots which eventually became mainstream national initiatives. These include the Community Network for Seniors pilot which evolved into the current Active Ageing Centre population health model of care for seniors, CREST and COMIT community mental health services including the CREST-Post Diagnostic Services for persons with newly diagnosed dementia. Social, Physical and Mental health care were integrated in the services offered by Filos so beneficiaries could have seamless care, reducing touchpoints to provide co-ordinated services for them. Under her watch, Filos was also appointed as the Integrated Community Care Provider to continue to provide integrated care for seniors in Bedok.
Dr Foo played an instrumental role in Filos’ appointment as one of the pilot SG Cares Volunteer Centre @ Bedok. She helped establish the Volunteer Management framework at Filos, which positioned Filos as a key player in the charity sector, with the National Council for Social Services inviting her to speak at various sector events. In this capacity, Filos continues to build volunteer capacity, develop volunteer management capabilities, and foster community partnerships to meet the needs of Bedok town.
One of Dr Foo’s most recent initiatives, Project P.E.E.R (Play, Eat, Exercise, Rest), developed in collaboration with the Ministry of Health Office for Healthcare Transformation (MOHT), exemplifies her commitment to the promotion of healthy lifestyles for all, including children and families. She also developed Total Recall, a programme to raise awareness of dementia amongst primary and secondary students. She was also a sought after family life educator and was involved in developing sexuality education programmes for both mainstream and special needs schools.
During her tenure as Executive Director, Dr Foo led the team to clinch the Charity Transparency Awards in 2019, 2022 – 2024 as well as the President’s Commendation Award for Covid-19.
As Dr Foo embarks on a well-deserved retirement, we look forward to the next chapter of Filos’ journey with Joseph Eio at the helm. Joseph, who joined Filos as Dr Foo’s deputy in January this year, brings over 20 years of experience in the public and non-profit sectors. His deep passion for strengthening families and supporting vulnerable communities aligns perfectly with Filos’ mission.
Currently pursuing an MSc in Global Healthcare Leadership at Oxford, Joseph is eager to apply his knowledge and experience to enhance Filos’ impact. His leadership will focus on deepening the organisation’s connection to the community and leveraging evidence-based interventions to support families, seniors, and youth in Bedok-Chai Chee. His emphasis on staff development and fostering a culture of care will ensure that Filos remains at the forefront of social and healthcare service delivery.

Dr. Foo leaves her Executive Director role but will remain as an Advisor to the Board. We warmly welcome Joseph as he takes on the mantle of leadership to continue the vision and mission of Filos to build resilience, empower lives and strengthen our community.
